Draft laws on the waste management system and forestry reform submitted to the Government


The Ministry of Environment has submitted to the Government two packages of draft laws that will receive great public attention. The first package deals with the field of waste management, while the other one is related to forestry reform.

In the field of waste management, the proposal for the Government is to make fundamental changes in the system of implementing the principle of producer responsibility. At present, most producers and importers shift the duty of waste management onto the population. This way ordinary citizens pay twice for waste: the first time when buying products with packaging and the second time when paying for municipal waste management. The law package submitted by the Ministry of Environment suggests placing this burden on producers.

The second package of proposals concerns the increase of the operational efficiency of state-owned forests. If the proposals of the Ministry of Environment are approved, taxes from the state-owned forest sector into the budget will increase by about LTL 20 mln. a year. The plan proposes setting the minimum compulsory profit margin at 5%, increasing the volume of forest logging, raising the corporate tax rate up to 50%, etc.

It could be stated in conclusion that the plan contains measures which will allow ensuring the more effective management of state assets, the publicity and transparency of the state forestry sector, and increasing revenues for the state budget.
