Applications invited from Lithuanian experts for the post of Secretary of the Helsinki Commission


The secretariat of the Baltic Marine Environmental Protection Commission, the so-called Helsinki Commission (HELCOM), announced a vacancy of a Professional Secretary of the Commission (with the initial appointment of three years with the possibility of a prolongation for another three years). Lithuanian experts are invited to take part in the competition among others.

Founded in 1992 by the Helsinki Convention to protect the marine environment of the Baltic Sea, the Helsinki Commission operates through intergovernmental cooperation between Denmark, Estonia, the European Union, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden. Its headquarters are located in Helsinki. The international staff consists of an Executive Secretary, three Professional Secretaries, an Information Secretary, an Administrative Officer, an ICT Administrator, a Data Administrator, three Assisting Professional Secretaries and two Assistants. The duties of the Professional Secretary include management and facilitation of the work of the Commission’s permanent working groups and implementation of related projects.

The successful Professional Secretary will have to manage the work of three permanent working groups. These groups are the Monitoring and Assessment Group (HELCOM MONAS), which assesses trends in threats to the marine environment, their impacts, the effectiveness of adopted measures, and the countries’ monitoring programmes; the Nature Protection and Biodiversity Group (HELCOM HABITAT), which assesses information on the ecosystems and habitats in and around the Baltic Sea and ensures availability of this information to other working groups; the Group for Implementation of the Ecosystem Approach (HELCOM GEAR), which initiates and strengthens actions to implement the Baltic Sea Action Plan.
