The new electronic register to facilitate and accelerate the processing of territorial planning documents


This spring has seen the completion of the project funded from the EU Structural Funds intended for the development of the territorial planning document registration services by the State Territorial Planning and Construction Inspectorate (STPCI) under the Ministry of Environment. The electronic Territorial Planning Documents Register (TPDR) was designed.

“The benefits of this Register will be shortly enjoyed by citizens, companies and institutions. It will further facilitate, streamline and accelerate the territorial planning process, and simultaneously the construction process”, said Vice-Minister for Environment Daiva Matonienė.

The construction permit and state supervision information system Infostatyba, which has been operating for several years already, enable to take advantage of 14 electronic services. From now on, both the residents and legal entities, using the TPDR, can remotely handle documents related to territorial planning: register solutions of territorial planning documents, obtain extracts and certificates, publish data on the website of the Register, etc. The TPDR territorial planning documents and their solutions are published on the basis of the ‘single window’ principle.

The TPDR is particularly attractive to its users because it has interfaces with the registers and databases of other institutions entitled to establish the conditions of use and restrictions for a certain territory or land plot – it contains multi-layer maps. It is sufficient to indicate the address in the search of territorial planning documents or to mark the area of interest on the map by a single click of the computer mouse and it can already be viewed whether this is a protected area, whether any special conditions for land or forest use have been established, to find out forest cadastre data, surface water monitoring points, etc.

If one wishes to carry out construction or acquire a land plot, the TPDR can be used to obtain reliable information about the effective territorial planning documents, familiarise with their solutions, the restrictions on the use applicable to a particular land plot or area, send documents by e-mail and print them.

For municipal administrations, the TPDR becomes an electronic archive of territorial planning documents – the document search is much simpler and faster.
