Representatives of Lithuania and Germany running discussions on the fresh start of the district renovation model


Yesterday, a meeting was held at the Ministry of Environment dedicated to the planned implementation of a pilot so-called district renovation model of apartment building, using the German aid, and involving representatives of both countries. Delegates on this occasion included Vice-minister Daiva Matonienė, Elvyra Radavičienė, director of the Construction and Housing Department at the Ministry, Valius Serbenta, director of the Housing Energy Efficiency Agency (BETA), Nijolė Dirginčienė, mayor of Birštonas, Sylvia Sterger, head of the Financial Division of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety, Bernd Strobel, an official of the same division, Knut Höller, director of the Housing Initiative for Eastern Europe (non-governmental organisation), etc.

The project is based on the bilateral cooperation agreement dated 22 June 2016; it provides for financial, technical and expert aid, by the German federal Government, available to the innovative projects in Lithuania.

Yesterday, the delegates discussed kay principles governing further cooperation, application procedure to the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety seeking funding of innovative projects, and the next steps. The meeting concentrated on the first-ever Lithuanian innovative project on renovation to be launched in Birštonas.

For the purposes of the project, Birštonas municipality has focused on an art school situated in a central city district scheduled for renovation. Hopefully, once the renovation is complete, the building will have A+ or A++ energy performance class.

The project to be launched in Birštonas shall be a pilot one. Yesterday, it was discussed in detail, with issues ranging from the components of the investment plan to implementation deadlines and financing matters. Birštonas municipality expects to finalise an investment plan by 1 of November; the plan, once approved by the Ministry of Environment and BETA, will be passed on to the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety. According to Nijolė Dirginčienė, mayor of Druskininkai, if everything is according to plan, tenders for works will run in early 2017, and the building renovation shall be under way.

Daiva Matonienė, Vice-minister is convinced that “the project in Birštonas is but the first step in the field of district renovation. The Ministry of Environment urges other municipalities nationwide to make use of the German aid available”. Further information of the aid available will be provided at the seminars dedicated to the district renovation, scheduled in September in Vilnius, Kaunas and Klaipėda counties, and open to the representatives of every municipality in respective region.
