Kęstutis Trečiokas: “Lithuania is on the right path with modern and sustainable urban development”


This week, Minister of Environment Kęstutis Trečiokas is representing Lithuania at a conference of the United Nations Human Settlements Program HABITAT in Quito, the capital of Ecuador, devoted to housing and sustainable urban development.

The participants of the conference are now discussing the New Urban Agenda agreed on by all the parties and the actions for its implementation. This will promote sustainable urban development and help the growing cities to address environmental issues, including those of climate change mitigation, as well as the effects of adaptation to climate change and their mitigation. The participants are also conferring on how to organise the integrated strategic planning process and improve the planning of territories so that all inhabitants could acquire appropriate habitats. Much attention is being devoted to questions related to the legal regulation of land and the attraction of public and private financial resources.

“Sustainable cities have to grow only by giving consideration to the environment. This will help to solve ecological and climate change problems and provide conditions for a quick response to natural disasters. The Lithuanian environmental policy embraces various sectors responsible for a sustainable environment. These include climate change, nature protection, waste management, pollution prevention, planning of territories and construction. However, we find it important that this policy is integrated successfully with other policy areas as only this will allow us to overcome the current charges in an appropriate way. We are convinced that this integration is necessary at all levels – global, national and regional”, said Minister Kęstutis Trečiokas at the conference.

Climate change is the main threat to sustainable development. The Lithuanian climate change policy is based not only on the use of energy from renewable sources but also on the improvement of energy efficiency. Cities and settlements use effective measures for this purpose. The renovation of old multi-apartment buildings under the national renovation programme contributes to the mitigation of climate change, the creation of new jobs and the strengthening of the country’s economy.

Kęstutis Trečiokas was pleased with the fact that Lithuania was on the right path in modern and sustainable urban development. According to him, we have measures that help with the proper planning of territories of cities and settlements and develop transport systems that allow reducing vehicle emissions and encouraging the choice of “green” transport. To achieve sustainable urban development, it is necessary to take the latest scientific research into account and promote innovation.
