The country’s municipalities learned from Germany’s residential block renovation experience


The renovation of multi-apartment residential and public buildings is a strategically important measure aimed at implementing the goals to protect the environment, achieve energy efficiency and improve the life quality, which has been implemented for a decade now. During their visit to Lithuania this week, the representatives of the German Federal Ministry for Environment, Nature Conservation, Building and Nuclear Safety together with the Lithuanian Ministry of Environment and the country’s municipalities discussed residential block renovation which is still a new method to increase energy efficiency.

During the meeting held in Vilnius, the German dwelling renovation experts stated that, as long as individual buildings are renovated, it will be hard to expect greater energy efficiency results that would have an impact not only on the country’s economy but also on environmental protection and climate change. During the cycle of events, the experts shared their experience in preparing renovation projects for residential blocks or building groups and presented the examples of the projects implemented in Germany.

Vice-Minister of Environment Rėda Brandišauskienė argues that Lithuania has achieved great progress in improving energy efficiency in buildings. “All municipalities have prepared the energy efficiency improvement programmes, and more than half of them have also drafted investment plans for the renovation of public buildings. Besides, the Seimas has approved the amendments to the Law on State Aid for Renovation of Multi-Apartment Buildings submitted by the Ministry of Environment which will make the renovation more attractive to the residents”, says Rėda Brandišauskienė. “Now we can prepare a long-term energy efficiency improvement strategy for Lithuania, and therefore, the assistance provided by Germany is invaluable; it is most probable that we could not talk about the renovation of residential blocks on a national scale without this assistance”.

Three Lithuanian municipalities, namely, the Šiauliai City Municipality, the Birštonas District Municipality and the Utena District Municipality, were selected to participate in the project “Implementation of Projects for the Improvement of Energy Efficiency in Residential Blocks in Lithuania”. They had an exclusive opportunity to prepare, in cooperation with the German experts, demo residential block renovation programmes which were presented in the summary conference. During the conference, the representatives of the Association of Lithuanian Municipalities and the Housing Energy Efficiency Agency got familiarised with the challenges, the practical aspects of the preparation of such programmes and available funding sources.
