Climate Change Special Programme

2017 call for bilateral development cooperation projects

The Ministry of Environment of the Republic of Lithuania invites local companies, institutions and organisations to submit projects of bilateral development cooperation in the field of climate change
according to conditions confirmed 27.07.2017 by the ministry's Commission on development cooperation and humanitarian aid (see the table below).

Grants are being provided from the funds of the Climate Change Special Programme, administered by the Ministry of Environment of the Republic of Lithuania.

Requirements for bilateral development cooperation projects:

Recipient country(-ies)

Low or lower-middle income (GNP per capita up to 3955 USD) developing country(-ies) according to World bank's classification, included in OECD DAC list of ODA recipients:

* Europe & Central Asia: Afghanistan, Armenia, Georgia, Kyrgyzstan, Kosovo, Moldova, Tajikistan, Uzbekistan;

* Near East & North Africa: Egypt, Jordan, Morocco, Syria, Tunesia, West Bank and Gaza Strip, Yemen;

* Latin America & Caribbean: Bolivia, Guatemala, Haiti, Honduras, Nicaragua, El Salvador;

* East & South Asia, the Pacific Ocean: Bangladesh, Bhutan, Cambodia, India, Indonesia, , Kiribati, Korea DPR, Lao PDR, Micronesia, Myanmar, Mongolia, Nepal, Pakistan, Papua New Guinea, Philippines, Solomon Islands, Sri Lanka, Timor-Leste, Vanuatu, Viet Nam;

Sub-Saharan Africa: Angola, Benin, Burkina Faso, Burundi, Cabo Verde, Cameroon, Central African Republic, Chad, Comoros, Congo, Congo DR, Cote d'Ivoire, Djibouti, Eritrea, Ethiopia, Gambia, Ghana, Guinea, Guinea-Bissau, Kenia, Lesotho, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Niger, Nigeria, Rwanda, Sao Tome and Principe, Senegal, Sierra Leone, Somalia, South Sudan, Sudan, Swaziland, Tanzania, Togo, Uganda, Zambia, Zimbabwe.

Target fields / sectors

Climate mitigation via quantitative greenhouse-gas reduction in these or other relevant fields:

energy production (e.g. solar plants, biomass boilers);

* buildings (e.g. renovation, effective lighting);

transport (e.g. electric vehicles, public transport);

* agriculture & forests (e.g. land cultivation methods, afforestation);

* waste (e.g. recycling, landfills).

Climate adaptation technologies and solutions in these or other relevant fields:

* construction (e.g. infrastructure, flood management);

* agriculture & forests (e.g. alternative crops and farming practices, forest protection from fire and pests);

* health care (e.g. water provision, climate disaster management);

biologic diversity (e.g. ecosystem protection/restoration).

Technology needs of recipient country(-ies)

Project must conform to technology needs identified by the recipient developing country, which can be found in the following documents:

 - Technology Needs Assessment reports (TNAs) or
 - National Adaptation Programmes of Action (NAPAs) or

 - Nationally Appropriate Mitigation Actions (NAMA registry).

Total budget for the call
618 000 EUR.
Max. grant to one project 309 000 EUR.
Own financial contribution * Climate mitigation projects - no less than 10% of eligible expenses;
* Climate adaptation projects - no less than 5% of eligible expenses.
Project goal and tasks Contribute to international climate financing by implementing climate mitigation/adaptation measures and transferring Lithuanian experience.
Eligible applicants Legal entities registered in the Republic of Lithuania.
Eligible beneficiaries in developing country(-ies) Legal entities, excluding those carrying out economic-commercial activities.
Eligible expenses 1) expenses for general project activities such as procurement of project-related technologies and works, expert fees and social insurance payments, project-related salaries, travel expenses, procurement of (event organisation, catering, transport, etc.) services, project publicity;

2) up to 10% of the grant - project expenses such as office/transport rent and maintenance, short-term material estate acquisition or rent, communication or financial services, external audits;

3) up to 10% of the grant - project administration expenses such as salaries, social insurance and related costs of project manager, coordinator, finance manager and other project team members for actual project hours;

4) up to 5% of the grant - unexpected costs, which have value added and are necessarry for the successful implementation of the project;

5) value-added tax (VAT) which the beneficiary cannot reclaim from the tax collector;

6) salaries to the personnel of the institution participating in the implementation of the project;

7) project implementation expenses of the beneficiary's partner company/organisation which was included in the project application.
Project duration Up to 18 months.
Project advantages

Additional evaluation points (max. 5) will be awarded:

* 1 point, if own financial contribution will exceed the requirement by 3-10%, or

   2 points, if own financial contribution will exceed the requirement by 10,1-20%, or

   3 points, if own financial contribution will exceed the requirement by >20,1%;

* 1 point, if recipient country is EU Eastern partnership country, which signed association agreement (Georgia, Moldova);

* 1 point, if the technology or solution was created/produced in Lithuania.

Submission of project applications

Please submit completed and signed project applications to the Ministry of Environment using one of these options:

- per email;

- via registered mail;

- or bring personally to A. Jakšto g. 4/9, LT-01105 Vilnius.

Project applications can be submitted from 29th July 2017 (8 am) to 26th September 2017 (5 pm).

Evaluation of project applications Evaluation of project applications will be carried out according to the following criteria (see evaluation form):
  • project relevance (max. 10 points),
  • project effectiveness (max. 16 points),
  • project financing (max. 35 points)
  • project impact & sustainability (max. 8 points),
  • project management (max. 16 points),
  • project publicity (max. 10 points),
  • project advantages (max. 5 points).

Project application can be awarded max. 100 points.
